Senator Coghill moved that the bill be returned to second reading for all amendments offered today. Without objection, the bill was returned to second reading. Senator Wielechowski offered Amendment No. 1 : Page 59, lines 23 - 26: Delete "It is the intent of the legislature that the University of Alaska implement a utility surcharge or increase tuition in an amount not to exceed annual revenue of $2,000,000. This funding and the fuel savings resulting from construction of the new plant shall be used to offset University revenue bond debt service for the University of Alaska Fairbanks Heat and Power Plant." Senator Wielechowski moved for the adoption of Amendment No. 1. Objections were heard. The question being: "Shall Amendment No. 1 be adopted?"
